Abstract
This paper looks at the House of Commons Select Committee for Science and Technology in the UK through their report Scientific Publications: Free for All? and analyses the underlying serials crisis affecting academic libraries. The paper then looks at the role of SHERPA (Securing a Hybrid Environment for Research Preservation and Access) as a major player in the creation of institutional open archive repositories in the UK. Issues of cost and Intellectual Property Rights are considered, as well as the drivers that may lead academics to deposit their research outputs in OAI-compliant archives. SHERPA Romeo, as a source of information on publishers' copyright policies, is identified and described. The paper ends by suggesting a roadmap for the future development of SHERPA repositories, including the new SHERPA DP digital preservation project for the long-term curation of materials deposited in e-repositories.
